$10 Handling Fee Confusion 0

I recently received a statement for my most recent coin submission and I am thoroughly confused about the handling fee. I submitted 5 coins in three catagories, therefore I had to use three submission forms. I submitted all 5 coins as one submission. Why am I being charged [$10 handling fee x 3] when it  is one submission ? If I'm forced to use three forms for 5 coins; why am I being penalized an additional $20 when I have no choice on the number of forms I had to use ? Why is this being treated as 3 submissions ?

Dear BruBen,

The reason is that each grading tier needs to be on it's own submission form.  Each submission has a $10 handling fee.  This was not submitted as 1 order.
