Does the Presidential seal change during war?

An urban legend got started on an episode of "The West Wing" that when the U.S. goes to war, the seal of the U.S. changes from the eagle facing the olive branch to the eagle facing the arrows. Urban legend.....

Has the Eagle always faced the olive branch?

 

Yes, since the first die was cast, the eagle has always faced right and has held the olive branch in its right talon. Presidential seals (and coats of arms) showed the eagle facing left, towards the arrows, until 1945.

I believe the seal remains the same, but I must admit noticing (and finding interesting) that the flag behind the President's left shoulder was arranged such that only the claw holding the arrows shone when the President made his 10:15 PM address last evening.
