1965 error Lincoln memorial cent over strike? 0

Okay so I acquired this coin some time ago and still fairly new to coin collecting so this coin has me quite stumped it is a 1965 lincoln memorial penny with doubling on the obverse and then on the reverse there is a raised center circle with part of the memorial struck and then what appears to be the wreath of an Indian head penny lightly struck  refer to attached photos any insight would be awesome on this one also you can clearly make outhe obvere lettering around the edge of the coin almost as if a 1965 Lincoln cent with struck over an Indian head penny

It's just a mutilated coin. What the person who did this had in mind is uncertain.
