Possible error / misunderstanding re Tunisia 20 Francs WCPG valuations

Hello,

I am looking at the WCPC page showing the values of Tunisia 20 Francs KM# 227. 1899 Year.

I am confused and would very much appreciate an explanation.

Why does it state "VF" is $1350 and XF is $325. Looking at the NGC grading scale it states "VF" to be not as good condition as XF.

My apologies if I am missing something here and my question sounds ridiculous!

My understanding is that different grades get updated at different times, and maybe the VF was from when anything gold was red hot.
