And since it weighs what a normal clad quarter should, it isn't silver because a silver quarter would be heavier, around 6.25 grams.  As Greenstang said plated. 

The TV coin show hacks plated tens if not hundreds of thousands of state quarters and sold them as sets at high prices.  Later when the people who bought them tried to sell them they learned that they were just worth face value.  If dealers did buy them they just paid face value and then dumped them into circulation, and in some cases the original buyers gave up and dumped them into circulation themselves.
