When grading a coin, both sides are taken into consideration. But since you only posted the obverse, I will make an observation based on that. It looks like it has seen some circulation, but may be uncirculated - the picture is too blurry to say for sure - but if so, it is a lower mint state, due to the numerous dings and hits on the surface.

Agree with Just Bob-

Clear photos of both sides are required for grading. You have to be able to see any defects on the coin.

That being said, from what I can see, it would not be considered a high grade.
