1967 Lmc cud where the mint mark would be 0

I dont see anything, thats just me tho. There wouldnt be a mint mark if its minted in Philly.

AThe coin act of 1965 came into affect in 1965 and was suppose to last for five years from  because of hoarding by collectors. So there shouldnt be any mint marks from 1965- 1967 it was short lived and returned to mint mark production in 1968 therefor no coins should have mint marks in the years of 1965-1967 i will try to bring the picture closer i was thinking cud or die chip

I am sorry as I misread your question and thanks for the history lesson because I didn't know that. Then again, I was never a penny fan so I know little about them.

That was the official explanation excuse, but I don't think collectors were the reason for the coin shortage. The mint had announced several years earlier that it was depleting its stores of silver, and the there would likely be a price increase if/when it had to replace it. This led to hoarding by speculators, and the public in general. In addition, coin operated vending machines were seeing increased use, and the general  state of the economy was good enough that people were not cashing in stashes of coins. All of this combined to produce a temporary shortage of circulating coins.

Edited to add: I do believe you have a bit of a die chip on the "9."
