Polished over number six on Kennedy half 0

I have a  heavily polished over number six in the middle of the date is that a mint error? Please help

I can see that the stain does create a 6 like shape, but that's all it is, a stain or tarnishing with an interesting shape.  From what I know of the die making process of this era, such an extra 6 in that position would be virtually impossible.
