Why Doesn't NGC Attribute ALL Varieties in the 6th Edition of Cherrypickers' Guide Vol.1

According to the Variety Plus listing, not all of the varieties new to the 6th Edition of the "Cherrypickers' Guide" Volume 1 are being attributed by NGC. Can someone please help me understand why? 

 

There are many, but this one is an issue for me at the moment: 

NGC recognizes four 1952 Proof Re-Engraved Obverse Designs (FS-05-1952-401,402,403,404, CONECA RED-001, 002,003,004)

NGC does NOT recognize the 1953 Proof Re-Engraved Obverse Design (FS-05-1953-401, CONECA RED-001) or the 1954 Proof Re-Engraved Obverse Design (FS-05-1954-401, CONECA RED-001)

NGC has found that seemingly to justify new editions of the CPG there have been evermore minor varieties added, and these include many coins that are not true varieties but simply die states. NGC has adopted these sparingly, adding them only when actual examples that may be photographed are submitted to it.
