Omg,  am I right to assume this is very rare from what ive read? It is missing the hair above the ear just like the pc website said the 1944 steel penny is...  Said a steel blank was used with zinc outer shell??????

Most likely just soaked in a corrosive solution to the point where it has lost about half a gram of weight.  You say it is copper colored, a stell planchet would not be.  A steel planchet would also be STRONGLY attracted to a magnet.  So that would be a quick test.
