To answer your questions: the condition, or grade, of a coin is extremely important in determining the value of a coin. Your coin appears to be circulated, I'd call it an AU. It looks to be attractive, but circulated late date Liberty gold, such as this, does not really have much of a premium over its gold value. It is not really worth getting graded (I'd estimate its value at around $450, maybe a little higher or lower based on what gold prices are at when you try to sell).

The only reason to send it to NGC is to have it authenticated -- it's a common date in a common grade (EF), and will sell for a little more than its bullion content.
