Another help for indentification of a strange coin

Has anyone seen anything like this? This has to be the confusing thing I have ever seen. I do not know if it is a token or not. It is a little smaller than a US dime.

I have had this for almost 40 years and it has confused everyone for about that long.

Looks very fake from the pictures. Some sort of reproduction of an ancient coin is my guess.

But what I do not undestand is what would someone be faking?

 

I did have someone make reference to pontius pilot? I cannot remember if that was right, but it had to do with the anchor.

 

Then the obverse would not make sense (The Kali side).

 

This is why I always thought this was strange and thought it was some kind of token.

 

Some one told me to send an image of it to a musem, but now I cannot remember the name of the musem.

 

Maybe it should be called the "seinfeld coin" since it seems to be a coin about nothin!
