1883 indian cent mis-struck ?

It sounds like it may have been struck with clashed dies. That happens when dies clash (as the term suggests) when a coin blank fails to fall into the die during striking. When the dies hit each other, they transfer mirror images of each other to the other die.

 

They are really common in gold dollars and other smaller coins.
