What grade is worth sending to NGC on a GSA CC Morgan (Any year)?

Depends. Are you planning on selling it to a non-dealer? If so, then I would submit it. If not, no.

I haven't looked at sheets in awhile on Morgans, but for many years, it used to be that if you couldn't get, say an 83 CC or 84 CC in a 5 holder, it wasn't worth the expense.

I say, even a 63 is worth the expense, considering they will be preserved in the original GSA holder and hold a special status in that regard anyway. I would say that 63 is a good number to start with.

I'll tell you from my own experience (limited). If you are looking to sell, then any coin graded MS-63 or higher is worth sending in. If it comes back under MS-63, then I'm not joking here, you're better off removing the grade! Below MS-63, the key factor is that it's a GSA, NOT the grade, and seriously, a grade of MS-62 or lower will be a deterrent to many buyers.
