Loose Coin in a Green Holder

I just received a coin today in the mail and the coin rattles when I move it around. This was quite noticible when unwrapping. It is in a holder with a green label that says PCGS but it just feels different than my other green label holders. How can I be sure this is not just some slick scam?

 

The registration number checks out but I'm wondering if the label could have been "borrowed" or copied and placed in a new holder by some not so nice individule.

If the coin is uncirculated and worth any money at all, I'd think about sending it in to NGC for a crossover higher grade and value. PCGS ( and NGC) were very conservative when they first began. In fact a dealer, Rare Coins of New Hampshire that advertises in back of CoinWorld under buyers, specializes in upgrades for customers. Can't hurt to call them and ask their opinion. Or ask NGC at a show; they're very nice.
