Does the Mint Use PVC? Can coins really be saved??

I submitted to NGC a proof set from the early 60's and the online submission center says some were damaged by PVC and one had corrosion. I'm expecting the coins back any day. But I didn't know the mint used PVC. So should I remove my other coins from their mint packaging?

 

I'm thinking these coins probably won't warrent an attempt at professional conservation and may just wind up in a Capital Plastic holder to display. What is the easiest way to at least remove the pvc & corrosion crud?
