Relatively common. And I personally wouldn't assign it any additional premium because of the clashed dies. It is not particularly attractive ... sorry. A $5-ish coin IMO.

I'm not sure I see the clashing your talking about, but ti woul dnot add a premium. Off-center cents are probably the most common denomination for this type of error, and this would sell for less than $10.

It is either a very light version of the Lincoln behind bars effect (a well known clash), or fingerprinting. If it is clashing, it does not add value in this case.
