1999 P SBA PROOF PLANCHET COMPARED TO 1999 P BUSINESS PLANCHET??????

Before the coins are struck both planchets weigh the same. Is there a way to tell if one planchet is headed to be struck as a proof coin or a business issue? Is there a difference between the two planchets since they are both cladded? Is the cu/ni alloy different between the proof and business planchets?
