1885 - O - Doubled 885 - RPM?

This coin is listed as a VAM - 9. Low date - doubled 885.

The question I have is, in the description it says the mint mark is set high but this coin has the mint mark set to the east. It also says it's "likely" strike doubling.

It looks to me as though this is a RPM. Look at the top inside NE portion of the O. The lines look like two different O's to me, the first O is rounded and the second O almost has a square look to it.

 

Thoughts?

...weren't these made by the press at the eastern corner of the New Orleans Mint press room? If they had moved it to the west, I guess the MM would have been on the west side...?
