Nice looking morgan and nice old pcgs holder. It's the slab in a slab version, with pcgs logo on the bottom outside ring. They are usually conservatively graded IMO.

In general, they might have tended to be conservatively graded, BEFORE they were scrutinized and/or cracked out and/or re-graded over a long period of time. However, I think it is misleading to state that they are "usually conservatively graded".
