1878 8TF need help cant figure out the VAM No. or gradeing

I have an 1878 8TF that I sent NGC put would not grade do to cleaning. I think it is a VAM-18 but the more I look the more things I find. There are a lot of pics, hopefully this will work.

I just checked vamworld and a couple of guys said it was a VAM-18, its just weird that with all that doubling thats not shown for a vam-18 that there is not a vam more fitting the coin. dont know if that makes since but what you want from a silver hounddog

 

Like I said before, some of the legend appears to be machine doubling rather than true hub doubling.
