SMS Halves added to type sets

The 1965-67 Special Mint Set half dollars may now be entered into the proof-only and combined MS/PF type sets. These coins were previously excluded, because they were neither MS nor PF, but they've now been scored separately. They do not have a separate slot. Instead, they are included with the 1965-70 halves in general, but they are scored according to their rarity relative to either regular MS halves of 1965-70 or the proofs of 1968-70.
