Can NCS bring this coin back to life?

Hello

I have this 1853 25cent piece in a PCGS holder that has a very distracting tarnish look to it. I like the coin and want to know if you guys can lighten up, or remove the discoloration on the coin?

Doing so, will it effect the grade if submitted to NGC to be graded?

I don't want to pay for a coin to be put in a 'details' holder. I can buy holders on line for 1.50 if that's the case.

We may be able to help your Seated Quarter. The coin would have to be evaluated in person to determine exactly what might be done, but chances are good the appearance could be improved. If during the evaluation, it is felt that conservation work may reveal hairlines indicative of improper cleaning, the coin would not be conserved and returned to you in the original holder.
