Question regarding "Specialty Gold" submission.

Question for the seasoned NGC submitters on this forum:

 

The NGC web site states that Specialty Gold (i.e. $5 Indian) will be graded in 5 working days at the cost of $24 per coin. The minimum submission number is 5 coins.

 

My question is, what does one do when he has 4 coins that fall into Specialty Gold? Will the coins all be bumped to "Early Bird", which is 12 working days at $28 per coin? Will NGC make an occassional exception to the 5 coin minimum rule?
