QUESTION: What was the last circulating USA coin (denomination,date,mint) to have a mintage of less than one million pieces?

I am assuming you are not including the commemorative halves that did circulate (i.e. only regular issue coins) so my guess would be the 1938-D half dollar with a mintage of 491,600.
