Apparently that was the verdict passed by Fraser of Buffalo Nickel fame when he gave his final approval to this Early Commem. Quite a bit of scandal surrounded the topic, execution, and purpose of Stone Mountain as well as the Commem designed to help raise funds for the project. Figures seem to vary depending on where I've read but suffice it to say they made A LOT of these... over 1.3 million anyways. So many of the issue remained unsold that eventually quite a few were dumped into circulation at face value.

 

The designer was Gutzon Borgium.
