Business Strike Kennedy Finds - What do you make of them?

I ran into these two coins in a book at my local dealer this afternoon. Obviously the coins are extremely striking, and I am fairly certain that the 64 is a business strike. I'm enlosing a picture of the edge of the coin along side the edge of a proof (Proof left, 64 Kennedy right). What do you guys make of this?
