Minimum Submissions For Service Levels

Can I combine submissions if I don't have the minimum quantity for a service tier?

 

For example, I want to submit 20 raw coins under the Economy service level which has a 5 coin minimum. At the same time I also want to submit 2 coins under the Economy service for crossovers. Can I submit the crossovers on a different form and ignore the minimum quantity by pointing to the other submissions?
