I think it would be good if the set details all modern commemoratives, the following cert numbers are examples of each commemorative currently graded by NGC: 2846598-001, 4738636-011, 4747356-018, 4745349-016, 4745333-015, 4736787-017, 2830102-046, 2739385-036, 4778385-001, 5849452-041, 4756601-004, 4748695-002, 4745726-006 (even though the label does not specify any commemoration on the coin itself it says "Centenary of 1830"), 2709522-008. Although there are many here many more modern ones (>2000s) are missing, as no examples have been graded by NGC yet.
http://monedasuruguay.com is a useful site as it contains every coin made by Uruguay, but there is not a separate tab for commemoratives I can point you to.

I see, but the problem is both of those coins were graded after 2017, and I have another example that was graded in 2020 that is in full caps too.
