they will reslab the coin for 5.00

NGC doesn't grade the coin at all, they just reslab it. The thing with the older slabs that makes them popular is about the same as the old green holders from PCGS, people say that grading was tighter back in those days and the possibility of an upgrade is there (which in some cases can mean thousands of dollars). The old slab doesn't have any more value than a newer slab unless the coin inside is exceptional for the grade given and there is a possibility it will in fact upgrade, if you feel that is the case with your coin you can send the coin in for a review and if they agree they will reslab/regrade the coin for you and it may come back a higher grade. But if you feel the grade on the slab is correct just pay the 5.00 to get it reslabbed and save the review charges. As far as shipping methods i have no idea someone else will have to help you with that part, Hope my statements were helpful to you. Also just because the hologram is wearing off doesn't in anyway mean the "slab is going bad" the hologram is just a sticker and has nothing to do with the condition of the slab and contents inside it at all
