The most you pay is for the shipping of the coins back to them.

Call up NGC and explain the mistake, and they will simply ask you to send the coins whose labels they switched back to them - - make sure to include an explaining note and label the slabs as "technical errors". The most you pay is for the shipping of the coins back to them - - you may want to try and ask the billing office for credit on that once they correct their mistakes and send the slabs back to you.
